The Minister of State, Prime Minister’s Office – Regional Administration and Local Government (PMO–RALG), Hon. Prof. Riziki Shemdoe, has established a Minister’s Delivery Team (MDT) to closely monitor, on a daily basis, the implementation of stalled projects under the Tanzania Cities Transforming Infrastructure and Competitiveness (TACTIC) Programme. 

Prof. Shemdoe clarified that the move is aimed at ensuring that all TACTIC projects are completed on time and begin delivering the intended services and benefits to the public.

Prof. Shemdoe issued the directive on October 3, 2026, during a working session aimed at promoting accountability among Directors of Local Government Authorities implementing TACTIC projects, Contractors, Consulting Engineers, TARURA Regional and District Managers, as well as TACTIC Project Coordinators from the respective Local Government Authorities.

He said the team will be led by the Deputy Permanent Secretary of PMO–RALG responsible for Infrastructure and will be tasked with conducting daily monitoring of the implementation of stalled projects, while submitting progress reports to him every two weeks.

According to Prof. Shemdoe, the measure is intended to strengthen accountability and accelerate the implementation of the projects, as part of advancing H.E. President Samia Suluhu Hassan’s vision of connecting Tanzanians through an improved road network and urban infrastructure.
